Maybe its only once you have one yellow star that it starts doing that?īut you'd think at level 12 all the perks i have one star for would have a blinking star next to it if that were the case, unless its to do with the amount of stars you have for the above S.P.E.C.I.A. I did realize that you could not level up some perks past a certian point until you were a high enough level but i guess i just suddenly noticed a few blinking stars and it just seemed weird.
